Dear Sir,

I beg to direct your attention to the treatment accorded in Canton to two British subjects, resident in Hongkong, on the 3rd., 4th. and 5th. September 1925. The facts of the incident are fully set forth in the "South China Morning Post" and the "Hongkong waily Press" of the 7th. inst., copies of which I am enclosing.

As will be observed, both Mr. Oliver and Mr. Cox were in Canton on business and had a right to expect protection. The indignity which they suffered, including confinement for several hours while in chains, was entirely without justification and on behalf of Mr.Oliver I must request the Hongkong Goverment to lodge a protest through the proper channels to the Authorities in Canton, demanding such recompense for those concerned and punishment of the offenders as the Hongkong Government may think fit.
